Step Five: Now choose a color for the inner part of the Button and select the Paint Bucket again and fill the area.

Step Six: Go to Layer/New/Layer Via Copy to create a new Layer for the roll-over state of the Button. You will now have 3 Layers, with the 3rd layer Highlighted.

Step Seven: Click on Layer One to Highlight it, go to Layer/Effects/Bevel and Emboss.

Step 7

Step Eight: Select a smaller Depth and Blur. PhotoShop defaults to 5 and 5, which is way too much for a small Button.
